Final draft of Proposed New Constitution

The final draft of the new proposed Constitution and Stand Orders has been completed. Our thanks to the many members who sent in suggestions for needed changes.

Changing our original foundation document was undertaken to help resolve a number of ambiguous and contradictory sections that had crept in over the years, and to resolve potential legal problems that only became recognized in the last year or so.

There are actually two separate documents in the new Constitution:

  1. The Preamble and Main Body of the Constitution; and

  2. The Standing Orders.
The Constitution is the main core of our foundation documents and in the future will require a 2/3 majority and 30 days prior notice to amend any part of it, just as in the past.

The Standing Orders are new and consist of those items (e.g., Committee appointments) which change frequently and therefore should not be so difficult to amend -- a majority vote at a convention will be necessary to amend any part of this document. Dividing our original Constitution into two documents is in keeping with modern practice and should make changes easier to deal with in the future.

You can download these documents at the link below. For ease of downloading, the two documents have been placed in one file. Members will also receive a printed copy of these documents in the May/June issue of the Confederate Veteran magazine.

Both documents will be brought up on the floor at the Convention in New Orleans, starting on Thursday morning, Aug. 3, 2006. This is not a "take it or leave it situation" -- any part of these documents can be amended from the floor without prior notice. A majority vote is required to amend any part of either document, and the final amended documents may be approved by majority vote.
